C2PA Relationship
C2PA is treated as a cryptographically verifiable digital-provenance layer, not as a substitute for the institutional provenance record.
Digital Asset
CEPS may retain an independent SHA-256 asset integrity reference.
C2PA Credential
Where present, C2PA manifest, signer, validation and binding information can be recorded as technical evidence.
CEPS Decision
C2PA presence or validation does not automatically establish CEPS provenance verification or certification.
The existing CEPS workflow already separates evidence, human provenance review, verification, publication, C2PA and certification states.
Human / Machine Consumption
CEPS is designed so that machine-readable information can remain accountable to human institutional decisions.
Human Consumer
Can inspect sources, evidence, AI assistance, uncertainty, review notes, provenance status and certification status.
Registry / Software
Can consume stable identifiers and structured fields without interpreting prose as an authority signal.

Limitations & Governance
